PURPOSE

ndb_cif_init initializes CifHandle data structure specified by cf. This function must be called before any other CIFPARSE functions.

RECEIVES

cf pointer to the initialized CifHandle data structure

RETURN VALUE

Returns 1 for success or 0 for failure.

REMARKS

Function does provide new value to the cf.
